Wondering if it's best to have my oat-fest on sunday or on the day I actually do the leg workout.. figure that on WO day there's be less overspill to fat, but is 6-8 hours enough time to 'carb up' in time for squats

Try each and see what you like best.
Technically speaking, it would probably take 24 hours to really top off glycogen stores after a good workout. However, carbs pre-workout will allow for higher blood sugar levels which helps support brain function and hard workouts. A good hard workout can be great for gains alone, plus like you mentioned less spill-over to fat.
But what it comes down to is what actually works for ya :) I often have a hard time training on carb loads when I'm gaining cause I feel bloated and sleepy, but that's just me.
