are these as effective as just regular weighted pull ups?

Sure, just a bit different. They allow people that can't do enough full chins to do them at a decent rep range, and if you lod up the weight you can get a LOT of heavy loading.

I personally liked them better than chins because of the amount of control. I could slowly lower and blast back up without swinging at all. When you have a weight slung from you and do normal chins, it's tough not to swing all over the place.
As far as the video goes, I set up with my feet a little higher than he has his. I found that it kept me from using my feet to pull with by raising them up a bit more.

Good point Swellin. Just watching them I was thinking that your form would be better due to not leaning forward or back or swinging to do them.

These are an awesome exercise and IMO better than pulldowns for those not strong enough for full bodyweight chins. I've used these a lot in my training and still do.
